Gary Loyd, Chief Executive Officer

Gary Loyd, CEOGary Loyd, Centurion’s Chief Executive Officer, has more than 25 years experience in the Information Technology industry.  Mr. Loyd is a results oriented executive who has established, grown and managed diverse organizations in different corporate environments. He is focused on making a positive impact on people and providing value to customers. He has provided consulting and subscription-based services to include corporate growth strategy, business development and pipeline management for some of the top federal IT contractors in the world. He is responsible for leading Centurion and charged with strengthening the company’s presence, executing the corporate growth strategy and building a strong reputation in the federal government sector.

Mr. Loyd excels in identifying customer needs, developing comprehensive product solutions, tailoring customer-service offerings, and enhancing customer success in the federal marketplace .  As CEO, he leads a seasoned management team and plays an instrumental role in planning, developing and implementing strategies to grow Centurion’s business.  Mr. Loyd has held a variety of executive management and consulting positions and possesses extensive knowledge and experience across the federal, state, local and education markets.  Prior to Centurion, Mr. Loyd held positions as CEO of ifour, LLC; Vice President for Federal Sources, Inc. (FSI) and served as President & CEO of a software development and professional services company.  In these positions, he was responsible for critical aspects of the business including sales and marketing, software and Internet product development, systems integration, Finance & Accounting, HR, IT, M&A, investor relations, and strategic alliances.

Mr. Loyd has also held management, business development and consulting positions with BDM International, Inc. and Titan Systems Corporation.  In these roles, he focused on systems integration, software implementation, business development, sales and consulting services.

Mr. Loyd holds a BBA in MIS from the University of New Mexico, Robert O. Anderson School of Management.


Doug Ingram, Managing Director, Analytics


Dr. Ingram is a results oriented executive who has managed diverse organizations in different corporate environments while enhancing the performance of each. He is active in the technology community and focused on making a positive impact on people and organizations. He is responsible for leading Centurion’s development and rollout of our Opportunity Assessment Analytics proven to help clients win more government contracts.

In March 2001 Ingram formed the Ingram Group, a provider of management and consulting expertise to enhance the performance of businesses. Ingram works with clients to assess their market position, enhance their financial, operational and business development capabilities, and develops viable exit strategies.

Prior to forming the Ingram consulting practice, Ingram served as President, US Sales and Consulting Services, and Vice President, Mid-Atlantic Region, for PSINet. From 1998 to 2000 he served as Executive Vice President, Financial Services Industry Vertical, for Metamor Worldwide. From 1985 to 1998 Ingram was founder, CEO and President of LCT, an industry leader in Project Management and Customer Responsive Solutions. Ingram sold the company to Metamor Worldwide in 1998. Prior to founding LCT, Ingram held senior positions with Planning Research Corporation, IBM, and TRW Systems.

Ingram holds a BA in Physics from Pepperdine University, an MA in Mathematics from Pepperdine University, and a PhD in Aerospace engineering from the University of Texas.


Richard Thielen, Vice President and General Manager

Richard Thielen, Vice President and General Manager
Richard Thielen is the Vice President and General Manager for Centurion Research Solutions.  In this role, he oversees the company’s sales, product management, and customer service efforts.  Richard has over 15 years experience working in the Federal Government industry most recently for Verizon.  He has also worked for AT&T, Mitretek, SAIC, and several start-up companies.

Richard holds a MS in Telecommunications from George Washington University and a BS in Electrical Engineering from George Mason University.


Cynthia Ingram, Executive Vice President Sales and Marketing

Cynthia Ingram, President of Ingram Group, Inc. is a twenty-six year veteran of IBM with a proven track record of achievement in sales and marketing . A strong, results oriented leader, Ms. Ingram’s expertise includes Sales & Marketing, Executive Coaching, People Management, Software Development, Project Management, New Business Area Development and Staffing. She is responsible for strengthening Centurion’s Executive Client Services organization, executing the company’s product strategy and leading business development, sales and marketing strategic initiatives.

During Ms. Ingram’s tenure with IBM she excelled in exceeding all financial measurements in revenue, earnings, backlog growth and customer satisfaction while serving as the Global Alliance Director for KPMG Consulting, Mobile Oil Corporation, the Government Industry, North America as well as General Manager, Director and Systems Integrator of Federal Programs.

As President of Ingram Group, Inc., Ms. Ingram provides leadership development and coaching for senior executives as well as significant pro bono work for a non-profit in fiscal reporting and P&L management.


Michael Lisagor

Centurion’s government business development subject-matter-expert, Mike Lisagor, founded Celerity Works in 1999 to help executives accelerate their government revenue growth. Since then, he has facilitated planning retreats and implemented the market research, BD, capture and proposal processes and training programs at over sixty companies. His clients benefit from lessons learned from over 450 business growth assessment interviews and 250 coaching assignments. Mike specializes in improving established contractors’ sales return on investment and helping commercial businesses successfully expand into the public sector.

Prior to 1999, Mike was a government contractor business development vice president for over ten years. He has an MS in Management and taught marketing for managers at National Louis University. A 1999 & 2002 Fed 100 awardee, Mike is the co-chair of the WTIA B2G community, an emeritus board member of AFFIRM, and the author of Winning and Managing Government Business and The Enlightened Manager.

Jeff Silverman, Vice President, Sales

Jeff Silverman, Vice President, Sales
Jeff Silverman is the Vice President, Sales at Centurion Research and has built Centurion’s customer base to thousands of subscribers. Mr. Silverman has over 10 years of commercial and public sector sales and marketing experience.

Mr. Silverman led the sales organization for The Federal Capture Group, selling a Federal market business development software application to Government contractors. He also led the federal marketing and business development for Danya International, a Government contractor headquartered in the Washington D.C. area.

In addition, Mr. Silverman was a senior account executive for Netscan, which marketed a Web-based information services product. Mr. Silverman has been leading Centurion’s sales activities since the inception of the company.

Mr. Silverman holds a Bachelor of Science Degree in Political Science from Northeastern University.


Todd Theoret, Chief Technology Officer

Todd Theoret, Chief Technology Officer
Todd Theoret is the Chief Technology Officer for Centurion Research Solutions.  In this role, Todd is responsible for all aspects of developing and implementing technology initiatives within the organization.  He is a seasoned leader with more than 15 years in both software and hardware technology roles.  These include project management, sales, enterprise infrastructure design and implementation.

Having worked on both the customer facing side and internal side, Todd is an effective leader at Centurion, balancing the goals of the company and its customers.  He was a Senior Systems Engineer for several years prior to joining Centurion.

Todd holds a BS in Management Information Systems from California State University, Long Beach.  Todd also holds several high-level technical certifications.


Kathleen Sievers, Director of Market Research

Kathleen Sievers, Director of Market Research
Kathleen Sievers is the Director of Market Research at Centurion Research Solutions.  Ms. Sievers leads Centurion’s Federal Market Research and Analysis Team, providing high-value content to Centurion clients.

Her 16+ years in the federal contracting industry, as both a government contractor and a research analyst, gives her the unique ability to understand and anticipate the client’s needs.  Through her experience, Kathleen has built a strong reputation with her analysis and comprehension of the procurement process in the Market Intelligence industry.  Prior to joining Centurion, she was a Federal Research Manager at epipeline.

Ms. Sievers holds a Bachelor of Arts Degree from James Madison University.


Steve Plaugher, Director of Customer Service

Steve Plaugher, Director of Customer Service
Steve Plaugher is the Director of Customer Service at Centurion Research Solutions.  In this role, Steve oversees the day to day operation of the customer service team, providing strategic direction and leadership to ensure client satisfaction.  Steve’s unique qualifications in research, and in customer support, also allows him to work directly with the IT team in developing Centurion’s Next Generation Systems and Services, specifically focused for the end users.

Steve holds a Bachelor’s of Science Degree from Radford University in both History and Theatre.
